State Performance Plan Indicator (SPPI) 13 measures the percentage of students with Individualized Education Programs (IEPs), aged 16 and older, who have compliant and comprehensive transition plans in place. These plans are critical to preparing students for life after high school, including postsecondary education, employment, and independent living.
This session will provide LEAs with a clear understanding of what SPPI 13 measures and how to ensure accurate, compliant documentation. Participants will learn how to evaluate IEPs for the following key components:

Measurable postsecondary goals based on age-appropriate transition assessments

Appropriate transition services, including courses of study

Annual goals related to the student’s transition needs

Evidence that the student was invited to the ARD/IEP meeting where transition planning was discussed
Additionally, the session will cover how SPPI 13 data is collected by the Texas Education Agency (TEA), and how LEAs can review, update, and correct data submissions, including addressing any areas of noncompliance.
This session is essential for special education staff who support transition planning and compliance monitoring.
