This cooperative will provide multiple "School Finance Critical Issues Sessions" for two participants, onsite technical assistance and phone support for all areas of school finance including FIRST and estimating state aide. Membership also includes attendance at required investment officer training.

Important Session Information:


The office of the Texas Comptroller of Public Accounts is putting the finishing touches on the 2017 Comptroller’s Property Tax Division Study.  Your district will receive the preliminary results of this study in late January 2018.  The results of this study are very important to your school district.  All State funding calculations for the 2018-19 school year, including recapture, will be based on the T2 and T4 values certified by this process.

What is the process the state uses to determine these values?

How should I use the study results in the funding template?

How are minerals (oil and gas) valued?

When should a district appeal the results of this study?

What are the processes and timelines involved in an appeal?

Who should I contact to handle the appeal for my district?

At the January 16, 2018 Business Coop meeting Carla Pope Osborne, a tax attorney with Perdue, Brandon, Fielder, Collins and Mott and Tracey Foster a mineral appraiser with Hugh Landrum Associates will address these and other issues related to the CPTD study

The session will begin at 10 a.m. and conclude with lunch.

Recommended Credit Hours: CPAs and TASBO-certified participants, who attend in person, may earn approximately 2 credit hours. These participants must sign in and out on a specialized sign-in sheet and will receive a specialized certificate of attendance via email from ESC-20. The specialized certificate aligns with the requirements of TSBPA and TASBO and awards credit hours based on 50-minute contact hours for content time only. CPAs and TASBO-certified participants should use the specialized certificates of attendance (rather than the Connect20 certificates) to report credit hours to TSBPA or TASBO.

Instructional Delivery Method: Live Program – Workshop [Please note: Participants who attend via webinar rather than in person will not be awarded these special CPE/CEU credit hours since ESC-20 does not have the capability of monitoring virtual attendance.]
