Business Management Cooperative
Business Management Meeting February 21, 2018



This cooperative will provide multiple "School Finance Critical Issues Sessions" for two participants, onsite technical assistance and phone support for all areas of school finance including FIRST and estimating state aide. Membership also includes attendance at required investment officer training.


Important Session Information:


The Texas School Finance Commission is now holding meetings and hearings. This group, established by the last session of the Texas Legislature, is charged with drafting recommended changes to the current system of Texas School Funding.  These changes will be submitted to the 2019 legislature.  A school funding plan drafted by the Equity Center will be one of the proposals studied by the Commission.  Ray Freeman, Executive Director of the Equity Center, will present a detailed overview of the Equity Center Plan to our group.

Other topics of discussion will include:

- A discussion related to the Comptroller’s 2017 Property Value Study which was released to districts on January 31.

- An update on Special Education Maintenance and Effort presented by ESC Federal Funding Specialist Denise Dusek.

CPE/CEU INFORMATION for CPAs and TASBO-Certified Participants:

CPE: ESC-20 is registered with the Texas State Board of Public Accountancy (TSBPA) as a CPE sponsor. This registration does not constitute an endorsement by the Board as to the quality of our CPE program. Additional information or complaints regarding provision of CPE credits may be requested from TSBPA through its website: www.tsbpa.texas.gov or phone (512) 305-7800.

CEU: ESC-20 is an approved provider of CEU hours with the Texas Association of School Business Officials (TASBO). Additional information or complaints regarding provision of CEU credits may be requested from TASBO through its website: www.tasbo.org or phone (512) 462-1711.

Recommended Credit Hours: CPAs and TASBO-certified participants, who attend in person, may earn approximately 2 credit hours. These participants must sign in and out on a specialized sign-in sheet and will receive a specialized certificate of attendance via email from ESC-20. The specialized certificate aligns with the requirements of TSBPA and TASBO and awards credit hours based on 50-minute contact hours for content time only. CPAs and TASBO-certified participants should use the specialized certificates of attendance (rather than the Connect20 certificates) to report credit hours to TSBPA or TASBO.

Instructional Delivery Method: Live Program – Workshop [Please note: Participants who attend via webinar rather than in person will not be awarded these special CPE/CEU credit hours since ESC-20 does not have the capability of monitoring virtual attendance.]
