Equity Planning



ESC-20  provides training and technical assistance to districts/charter schools in the areas of: Federal Program Updates, Completion of the Consolidated Application SAS and Performance Based Monitoring.

Important Session Information:


With full implementation of The Every Student Succeeds Act in 2017-2018, Texas and districts receiving Title I funds, will be required to examine teacher experience, out-of-field teaching assignments and teacher effectiveness to determine equitable access to effective teachers for low income and minority students. The district’s data analysis of these elements will help the district identify an equity plan to target disparities and select strategies to shrink those inequities toward ensuring all students have access to effective teachers. TEA has developed a toolkit for districts to work through the equity plan process. The toolkit is meant to help districts self-assess and consider strategies that best fit their identified needs. The toolkit addresses:

  • Data analysis to examine where effective teaching occurs and where it isn’t occurring
  • A root cause analysis as to what is the most foundational cause of ineffective teaching
  • Selecting strategies that are most likely to improve teaching, leading, systems and ultimately, outcomes for students
  • Planning for implementing those strategies
  • Monitoring and adjusting strategies and plans to maximize results

This session is meant to walk district teams through the data sets toward completing the report due November 1.

This same session will be offered on the following dates: 9/15, 9/18, 9/25, 10/13, 10/20.

Because of the unique needs of our districts we are hoping to differentiate the training based on the size of the district and encourage SMALL districts to register for one of the following dates: 9/15, 10/13 or 10/20 and LARGE districts to sign up for ONE of the following dates 9/18 or 9/25. It is highly recommended that District Equity TEAMS consist of HR rep, Title/Fed Prog Director, District Admin Rep, Campus Admin Rep and all attend this workshop together.

Data to be reviewed toward developing the district's plan includes

  • Number of teachers who are placed in a teaching position out of their field of certification
  • Teacher experience
  • Economically disadvantaged campus percentages

District data reports that may be of use toward working through the plan

  • TAPR reports
  • T-TESS data (or data from the district's teacher evaluation system)
  • District Improvement Plan
  • Campus Improvement Plan
