Important Session Information:

This is the version for attending in person. If you wish to attend via ZOOM (webinar), please register for session #60211 instead.

This session will provide information on how to complete the 2019-2020 Special Education grant application. The application is expected to be available in eGrants on June 3, 2019. The deadline to submit the application is tentatively set for September 3, 2019. However, if you would like an effective date of July 1, 2019, the application must be submitted on or before July 1.

The following topics will be discussed:

  • The new consolidated schedule SC5003 and the new Contacts page
  • How to navigate and complete the Special Education grant application
  • Effective date for use of funds
  • When specific approval for cost items is required
  • Allowable use of IDEA-B funds
  • Proportionate share funds for parentally-placed private school children with disabilities (applicable only to ISDs)
  • Eligibility Standard for Maintenance of Effort (MOE) (BS6016 Schedule)
  • MOE Voluntary Reduction (BS6016 Schedule)
  • Coordinated Early Intervening Services (CEIS)
  • When to amend an application

If you would like to access your grant application during the session, please bring your laptop that has Internet Explorer browser. Laptops will be available for participants who are unable to bring their own.

Lunch on your own.

Members of Special Education SSAs:

If you are a member of a special education shared services arrangement (SSA), you will not have access to the grant application. Your Fiscal Agent completes the grant application on your behalf. You are welcome to attend this session to develop an awareness of these topics, even though you will not be completing the application yourself. You will learn about some data that you must provide to your Fiscal Agent to facilitate the completion of the application.

TEAL Access:

TEAL access is required to access the grant application. If you do not have this access, please refer to TEA's Secure Applications website to request access to eGrants, if appropriate.

If you do not have access to eGrants, the workshop will still be beneficial even though you will not be able to access the application during the workshop.

CPE/CEU INFORMATION for CPAs and TASBO-Certified Participants:

CPE: ESC-20 is registered with the Texas State Board of Public Accountancy (TSBPA) as a Continuing Professional Education (CPE) sponsor. This registration does not constitute an endorsement by the Board as to the quality of our CPE program. CPAs and TASBO-certified participants should use the specialized certificate of attendance (rather than the Connect20 certificate) to report earned credit hours to TSBPA or TASBO.

Course Requisites: None

Instructional Delivery Method: Live Program – Workshop [Please note: Participants who attend via webinar rather than in person will not be awarded these special CPE/CEU credit hours since ESC-20 does not have the capability of monitoring virtual attendance.]

Proposed Audience: Special Education Directors, Business Managers
