MORNING SESSION

The TEA tutoring team, in conjunction with ESCs and pilot districts, has developed the Fidelity of Implementation (FOI) self-evaluation tool.

The FOI tool provides TCLAS D6 districts the chance to self-evaluate their High Impact Tutoring (HIT) program implementation and outcomes. The tool simultaneously gives both your ESCs and the TEA an opportunity to use that data to identify gaps in support from our scopes. The tool provides three categories for your district teams to self-evaluate: Scaling HIT, Aligned Supports & Strategies, and Student Outcomes. The primary purpose of this tool is to collect narrative data on the challenges and celebrations experienced by districts engaging in the work of HIT via this grant. Numerous quantitative data is collected internally through our subsidized providers and grant/fiscal compliance, but we recognize the story behind those numbers is just as important as we consider the longevity and sustainability of tutoring.

High-level reminders:

  1. This FOI tool is completed by each TCLAS D6 school district (one per LEA, not one per campus).
  2. This FOI tool is completed on 4 separate occasions throughout the remainder of the TCLAS grant cycle:
    1. Oct. 24th to Nov. 11th, 2022 – submission window #1
    2. June 2023 – submission #2
    3. Fall 2023 – submission #3
    4. June 2024 – submission #4
  1. Completed rubrics are submitted to your regional ESC HIT teams according to their specific submission protocols.
  2. Completion is required by all TCLAS D6 districts.
  3. While completion is required via grant assurances, actual ratings produced in these self-evaluation tools are not tied to funding amounts! For example- if your district rates 1s and 2s, funding will not decrease, but your ESC will ensure district-specific resources and supports are available to help move you advance in your HIT implementation. On the other hand, if your district rates 4s and 5s, your funding will not increase, but your ESC will ensure that your successes are spotlighted in an effort to scale those celebrations throughout the region!

All districts have an Education Service Center (ESC) HIT Lead who can assist with the implementation of this rubric. Please reach out to Debbie Akersfor training requirements, FOI due dates, and FOI submission protocols.
