will be presenting on IDEA-B MOE (Maintenance of Effort): How to Determine
if Your LEA Qualifies for Voluntary Reduction to Justify Decline in Spending
During 2017-2018
LEAs (ISDs and Open-Enrollment Charter Schools) must comply
with the Maintenance of Effort (MOE) requirements of IDEA-B. LEAs must spend
the same amount of local funds or a combination of state and local funds on
special education expenditures from year to year, unless they qualify for
exceptions or Voluntary Reduction.
Voluntary Reduction typically is not an option for most LEAs
due to the eligibility criteria to take advantage of the option. However, the
17-18 year is an exception. During the session, we will examine how to
determine if your LEA can take the Voluntary Reduction to justify a decrease in
special education expenditures in 2017-2018.

Recommended Credit Hours: CPAs and TASBO-certified participants, who attend in person, may earn approximately 2 credit hours. These participants must sign in and out on a specialized sign-in sheet and will receive a specialized certificate of attendance via email from ESC-20. The specialized certificate aligns with the requirements of TSBPA and TASBO and awards credit hours based on 50-minute contact hours for content time only. CPAs and TASBO-certified participants should use the specialized certificates of attendance (rather than the Connect20 certificates) to report credit hours to TSBPA or TASBO.
