Maintenance of Effort (MOE) is a federal regulation that requires local educational agencies (LEAs, which includes ISDs and Open-Enrollment Charter Schools) to maintain their state and local expenditures for special education at a specified level from one fiscal year to the next.

This fiscal requirement applies to all LEAs that receive Individuals with Disabilities Education Act, Part B (IDEA-B) funds either directly from TEA or indirectly as a member of a special education shared services arrangement (SSA) whose Fiscal Agent receives the IDEA-B funds on their behalf.

Learning Objectives:

Participants will gain an understanding of the IDEA-B MOE requirements and how to determine their compliance for 19-20 using TEA’s Calculation Tool, in preparation for TEA’s Preliminary Review.

There are no pre-session or post-session assignments for this event. 

Webinar Session Requirements:

This session will take place in the form of a webinar. Participants must have a desktop computer, laptop, or Chromebook in order to participate, along with adequate internet connection. (If joining via a tablet, please ensure the latest version of the ZOOM app is installed.)

Once you register, you will receive a confirmation email that will contain your login instructions for the ZOOM session. Be sure the email address connected to your Connect20 account is accurate. Credit Hours:

All participants who are registered in Connect20, attend the session, and complete the required electronic Attendance Form at the end of the session will receive a certificate of completion/attendance via Connect20.

The Connect20 certificate must not be used by CPAs (Certified Public Accountants) or TASBO-certified participants to report credit hours to TSBPA (Texas State Board of Public Accountancy) or TASBO (Texas Association of School Business Officials) since the hours on the Connect20 certificate do not align with the requirements of TSBPA or TASBO.

Instead, these participants must use the specialized certificate of completion that will be emailed to the participant if the participant meets all the requirements listed below for earning the specialized credit hours.

CPE/CEU INFORMATION for CPAs and TASBO-Certified Participants:

CPE: ESC-20 is registered with the Texas State Board of Public Accountancy (TSBPA) as a Continuing Professional Education (CPE) sponsor. This registration does not constitute an endorsement by the Board as to the quality of our CPE program. Additional information or complaints regarding provision of CPE credits may be requested from TSBPA through its website: www.tsbpa.texas.gov or phone (512) 305-7800.

CEU: ESC-20 is an approved provider of Continuing Education (CEU) hours with the Texas Association of School Business Officials (TASBO). Additional information or complaints regarding provision of CEU credits may be requested from TASBO through its website: www.tasbo.org or phone (512) 462-1711.

Recommended Credit Hours: CPAs and TASBO-certified participants may earn approximately 3 specialized credit hours. The following requirements must be met by the participant to receive the specialized certificate of completion:

  • Participate from a computer, desktop, laptop, or Chromebook in order to interact and respond. (If joining via a tablet, please ensure the latest version of the ZOOM app is installed.) Joining via phone is not appropriate due to the interactive activities of this event.
  • Numerous active participation measures will be used to verify that participants are engaged throughout the session. Participant must respond to these monitoring mechanisms.
  • Complete the electronic Evaluation Form at the end of the session
  • Complete the required electronic Attendance Form at the end of the session
  • Must attend the entire session. Participants who leave the session early will not receive the specialized credit hours.

The specialized certificate of completion aligns with the requirements of TSBPA and TASBO and awards credit hours based on 50-minute contact hours for content time only. CPAs and TASBO-certified participants must use the specialized certificate of completion, that they will receive via email from ESC-20, (rather than the Connect20 certificate) to report earned credit hours to TSBPA or TASBO.
