Equitable Services Through Proportionate Share Funding for Parentally-Placed Private School Children with Disabilities



When students with disabilities need special education in public schools, they are entitled to a full range of services to receive a Free and Appropriate Public Education (FAPE). When a student's parent(s) place their child in a private, non-profit school or home school their child, the student with disabilities has an opportunity to receive equitable special education services through proportionate share funds, although they do not have an individual right to receive some or all of the services they would receive if enrolled in a public school and receiving FAPE. This process applies to independent school districts (ISDs) only and therefore the intended audience for this online module is ISD personnel.
